Dunno about that, but there's enough money in undercutting licensed tipping
operations that people do run businesses on this basis: it's not just about
your local greengrocer dumping his spoiled veg over a fence. :)

That doesn't mean it's a good thing for Tom, Dick and Harriet down at the
Town Hall to have the same snooping rights as the security services...
