Yes, give a government tools and they will use them - often abuse
them. What you seem to miss about our country, however, is that we
find out about it. Who wrote the report? The government?! That says
something.
For most other countries, they only way you would ever hear about such
abuse is a History Channel special, 50 years after the fact. Unless of
course they go to war and get stomped, but then the US-haters would
just ignore those gross instances of cruelty and talk about
sovereignty, blah, blah...
