Maine isn't a branch of the government.

I would assume the government does a high-level, private briefing with
most judges (which are a branch of the government) who are considering
one of these cases. The judge then has to decide if what they've been
told is sufficient to be considered a state secret ("state" not
meaning a state of the union but the union itself).
