I am not susre about visitors, but I do know what if you are
wrongfully arrested and your fingerprints are taken, you can go
through a lenghty process of asking that your fingerprints are removed
from the database (assuming you have anough money for the lawyer to
assist you in this process), of course by the time you win/lose the
fingerprints have been sent to quantico and who knows what happens
then.

I also know that to get a drivers license in GA you have to have your
thumb prints digitized (thats what the bar code on the back of GA
licenses contain: yolur thumb prints)
