More likely, it would be the opposite - people submitting themselves 
to background checks are going out of their way to follow the law - not 
a particularly likely action for a person intending to commit a crime.

Moderately intelligent people intending to commit crimes with guns 
generally don't buy them from businesses that will submit them to a 
background check, but in private transactions.
