[fuzzing] Schemer - generic fuzzing framework

Schemer is a generic fuzzing framework for file formats and protocols that
uses XML and XML Schema to define the format of the input data.  Check out
www.fuzzware.net.

It's written in C# and so currently can only run on windows boxes.  No
programming is required to use the framework as all input is in the form
of XML or XML Schema, and some examples have been provided along with some
help documentation to get people started.
